1. The scout "must plan the work, organize the personnel needed and direct the project to its completion".

2. The project must not involve Council property, other BSA activities, a business, be of a commercial nature or be a fund-raiser.

3. "Fund-raising is permitted only for securing materials or supplies needed to carry out the project."

4. "Routine labor, a job or service normally rendered should not be considered."

5. "There is no minimum number of hours...".

6. "The time must be sufficient for the Scout to clearly demonstrate leadership skills".
